One day, he decided to visit a remote part of the USSR to indulge his favorite sport of bear-shooting. The local Party secretary was told in advance, so that suitable preparations could be made. The local secretary was ambitious, and didn't want to upset Brezhnev or deter him from coming by telling the truth, which was that there were no bears in the area. So he thought hard and came up with a bright idea. He contacted a nearby circus, pulled rank on them and commandeered one of their bears. The day of the visit, the bear was released on a track about a mile from where Brezhnev would be stationed with a rifle, and pushed off in the right general direction. A few minutes later a woodman on a bicycle came face to face with the bear. Knowing there should be no bears around, the terrified and bemused woodman abandoned his bike and ran off into the forest. The bear didn't mind meeting the woodman at all. In fact, as he was a circus bear and had been trained to ride a bike, he relished the chance to practise his skill, picked up the machine and cycled off down the track. Shortly afterwards, still on the bike, he reached the illustrious visitor. Brezhnev was so surprised that he shot himself in the foot.
